ANRC consults industry on regulatory strategy 2007 - 2009

By the end of 2006, ANRC, in collaboration with the industry, will have elaborated the Regulatory Strategy for the electronic communications sector during 2007-2009. The ANRC initiative will strengthen the confidence of the communications business environment and ensure enhanced predictability of the regulatory activity for the market players and the prospecting investors.

Today, May 11, 2006, ANRC is taking the first step on the way to elaborating the regulatory strategy, by launching for public consultation a document that presents the methodology for the elaboration of this strategy. The document contains a set of 27 questions investigating the opinion of the relevant industry. The market answers will serve as a foundation for the establishment of a strategic approach, both at a general level and at the level of each segment of the communications market.

At a later stage - based on the answers received from the industry - ANRC together with an independent consultant will elaborate the Regulatory Strategy for 2007-2009, i.e. the set of policies and regulatory instruments that transpose the fundamental objectives of the regulatory authority: promote competition, protect the best interest of the end-users in the field of electronic communications networks and services, including the right of access to universal service.

During the strategic analysis procedure, ANRC will organise a series of meetings and working groups during which the industry representatives will be able to contribute to the elaboration of the regulatory strategy.

The consultation document regarding the strategic approach to be used in the elaboration of the regulatory strategy for the electronic communications sector during 2007-2009 is available on the ANRC website. All interested persons are invited to send their answers to the 27 questions by June 12th, 2006, by mail, to the ANRC headquarters (14 Libertatii Blvd., Sector 5, Bucharest) or, directly, to the ANRC registration office or to the closest territorial office of ANRC.
