Thursday, 27 October 2022, was the deadline for submitting applications in the selection procedure organised for awarding the 555 MHz in the 700 MHz, 1500 MHz, 2600 MHz and 3400-3800 MHz bands. Within this deadline, ANCOM received 3 applications from ORANGE ROMÂNIA S.A., RCS & RDS S.A. and VODAFONE ROMANIA S.A. The auction commission will analyse the submitted applications and will announce no later than 4 November 2022 the operators qualified for the next stage of the auction launched by the Authority on 19 September 2022.

The application file submitted by each operator contains the documents on the candidate’s standing, which should show, among other, that the respective candidate has  complied with the outstanding payment obligations to the state budget, the social insurance budgets and special tax, as well as that the candidate in question meets the participation criteria: it can prove that its  turnover for the last year is the equivalent in lei of minimum 10,000,000 euros, or the subscribed and paid-in social capital is the equivalent in lei of minimum 1,000,000 euros, that it is not in a state of insolvency or liquidation, its business is not be managed by a syndic judge, its commercial activities are not suspended etc. Furthermore, the application file must contain an initial bid whereby the respective candidates indicate the number of blocks they wish to acquire in each of the available spectrum categories.

Auction calendar

If the demand is higher, respectively lower than the offer, the auction stage will begin on 8 November 2022 with the primary rounds, respectively with the additional primary round, while the final results will most likely be announced during November. If the demand matches the offer, the auction will continue directly with the assignment rounds during which the operators will bid for the specific positions they wish in the band.
