Vicepresident, ANRC

 

Alexandrina Hîrtan was born on April 14, 1977. She holds a jurist diploma and has been the Vicepresident of the National Regulatory Authority for Communications (ANRC) ever since the institution was established, in 2002.

 

She graduated from the Law School within the University of Bucharest and was accepted in 2001 as a member of the Bucharest Bar of Lawyers. She is also the holder of a number of prestigious diplomas, from the French-Romanian Law College of European Studies (C.J.F.R.E.E.) and from University PARIS I – Panthéon Sorbone, which granted her successively the General University Studies Diploma (1998), the License in European Law (1999) and the title of Master European Law (2000).

      

 

After gaining experience as a legal consultant, Alexandrina Hîrtan was appointed, in 2000, to the position of State Secretary for European Integration and International Affairs within the Ministry of Communications and Information Technology. In this position, between 2001 and 2002, she managed the team responsible for the drafting and reviewing of the Romanian legislation in the field of information technology, communications and postal services, with a view to harmonizing the national legislation with the acquis communautaire. She coordinated the public consultations on the major draft laws, and advocated before the Romanian Parliament (in plenary sessions and in the specialised Committees) for supporting the draft legislation. She organised public information and promotion campaigns on the Governmental strategies and new legislation in the field of information technology and communications, targeted at the business community, public institutions, specialists in the economy, law, telecommunications and information technology fields.

 

Between 2001 and 2002, Alexandrina Hîrtan headed the negotiation team of the Ministry of Communications and Information Technology involved in the technical discussions with the European Commission, which resulted in closing Chapter 19 (Telecommunications and Information Technology) in November 2002. She coordinated the international affairs at the level of the Ministry of Communications and Information Technology: developing and implementing the international affairs strategy for the higher visibility of the Romanian IT&C field and representing the institution in important national and international events.

 

At present, as Vicepresident of the National Regulatory Authority for Communications, Alexandrina Hîrtan coordinates and monitors the implementation of the Annual Action Plan of ANRC and the teams in charge with drafting the regulatory decisions in the fields of electronic communications and of postal services. She also maintains the dialogue with the organisations of the civil society, with the representatives of the industry and of the users of electronic communications and of postal services.

 

In the period 2002-2005, she continued her international activity. She coordinates the international affairs activity of ANRC and represents the institution in the events and in the working sessions organised with the European Commission, with the foreign regulatory authorities, with representatives of the foreign governments, with the representatives of the International Telecommunications Union and of other international bodies.

 

She continued to participate in the Romania-EU sector monitoring and reporting sessions, as head of the ANRC delegation. Alexandrina Hîrtan coordinates the continuous dialogue between ANRC and the European Commission, while the Commission monitors the activity of the regulatory authority by missions reporting on the situation in Romania, discussion sessions held in Bruxelles and ensuring a permanent flow of information regarding the progress made by Romania in the implementation of the acquis communautaire.

 

She was awarded two important prizes in prestigious university contests: First Prize in the Simulated Trials Contest in International Human Rights Protection (2000) and ”Prix de la Meilleure Progression” together with the University of Bucharest Team in the Simulated Trials Contest in Public International Law “Charles Rousseau”, in the International Labour Law section (1999). Her proficiency in English and French is very good.
