ANCOM has launched a questionnaire on the use of the 1980-2010 MHz and 2170-2200 MHz frequency bands for mobile-satellite services (MSS) after 2027. The consultation aims to set the future directions for the allocation of these frequency bands, as the current licences granted to the operators Inmarsat Ventures SE and Echostar Mobile Limited will expire in mid-2027.

ANCOM proposes several options for the use of the 1980-2010 MHz and 2170-2200 MHz (2 GHz MSS) frequency bands, including maintaining the current allocation or introducing a new regulatory framework allowing more operators and the segmented use of the radio spectrum in these bands.
The options included in the questionnaire launched by the Authority are:
- maintaining the current configuration of the 2 GHz MSS bands, respectively maintaining the current allocation to existing operators to ensure continuity of services; Â
- a new segmentation of bands, allowing the introduction of competition based on a new regulatory framework - an option that may affect existing operators, but paves the way for new uses, such as the IRIS2 (Infrastructure for Resilience, Interconnectivity and Security by Satellite) system. In addition, part of the spectrum could be allocated to testing innovative technologies, for promoting more affordable solutions and expanding radio communications services.
The answers received will contribute to the formulation of Romania's official position in relation to the European consultations in this field. The Radio Spectrum Policy Group (RSPG) recommended that the European Commission and the Member States review the legislation and regulatory framework for the 2 GHz MSS bands with a view to achieving the best possible result before the expiry of the current licences.

Interested persons are invited to formulate and submit responses by 10.01.2025, at the ANCOM's headquarters (2 Delea Noua Street, sector 3, Bucharest), through the Online Registry or through the regional divisions of the Authority.
