The National Authority for Management and Regulation in Communications of Romania (ANCOM) has launched for public consultation a draft decision to clarify the temporary reduction of the tariff for frequencies in the 700 MHz, 800 MHz, 900 MHz and 3400 – 3800 MHz bands adopted through ANCOM Decision no.645/2022 amending and completing the Decision of the President of the National Authority for Management and Regulation in Communications no. 551/2012 on setting the tariff for the use of the radio spectrum.

The draft decision aims to clarify the provisions of the decision on the tariff for the use of radio frequencies for mobile communications services adopted by the Authority in 2022. Thus, according to ANCOM`s proposal, the decision specifies that the temporary reduction of the tariff for frequencies in the 700 MHz, 800 MHz, 900 MHz and 3400-3800 MHz bands is applicable only to the participants in the competitive selection procedure organised in 2022 and only to the radio frequencies portfolio held at that time. ANCOM propose this measure aiming to avoid any possible divergences in the interpretation of the legal norm by individuals with interest in the field of radio spectrum regarding the applicability envisaged by the legislator at the time the tariff reduction measure was introduced.

The draft decision on establishing the spectrum usage fee is available, in Romanian, here. The interested persons are invited to submit their comments and suggestions, by 22.04.2025, at the ANCOM headquarters (2 Delea Noua Street, Bucharest 3), directly to the ANCOM Registry Office or by means of ANCOM’s regional divisions.
