ANCOM proposes to revise the tariffs for the use of numbering resources

The National Authority for Administration and Regulation in Communications (ANCOM) has launched for public consultation a draft decision to revise the tariffs owed by telephone providers for the use of numbering resources and to introduce a mechanism for setting these tariffs by using the Consumer Price Index (CPI), which considers the evolution of prices. Starting with 2025, each November ANCOM will set and publish the tariffs for the use of numbering resources, applicable in the following year.

Proposed changes

The draft decision under public consultation proposes the revision of the tariffs for the use of numbering resources, the introduction of a predictable and transparent mechanism for establishing them, as well as the clarification of the tariff collecting methods in certain cases where practice revealed that regulation was needed.

Established in 2007, the tariff level for the usage of most numbering has not been changed ever since and is among the lowest in Europe. In order to revise the tariffs, the Authority proposes that the current tariffs should be applied the Consumer Price Index (monthly CPI) published by the National Institute of Statistics (INS) for the period September 2007 – June 2024.

The revised tariffs will remain among the lowest tariffs for the use of numbering resources in the European area. For example, similar or lower tariffs are set in Cyprus, Finland, Italy, the Netherlands, Norway, the Slovak Republic, while higher tariffs are applicable in Bulgaria, Croatia, Estonia, France, Greece, Hungary, Lithuania, Malta, Poland, Portugal, Spain, Switzerland or Turkey. Moreover, in some countries (e.g. Cyprus, Italy, the Netherlands, the Slovak Republic, Greece, Hungary, Portugal, Switzerland), in addition to the annual tariff for the use of numbering resources, an administrative fee is applicable for the allocation of numbering resources.

For the sake of predictability, in November of each year, the Authority will establish and publish the tariffs for the use of numbering resources applicable for the following year.

Interested persons are invited to submit comments and suggestions no later than 11.09.2024, at the ANCOM headquarters (2 Delea Noua Street, sector 3, Bucharest), through the Online  Registry or through the Authority’s regional divisions.
