DECT Band to Become Available Nationally in Romania

The National Authority for Management and Regulation in Communications of Romania (ANCOM) finalised and published on its website the Position Paper on the national use of radio spectrum in the 1880-1900 MHz band (i.e. the DECT band - digital enhanced cordless telecommunications). Following this year’s public consultation, the Authority establishes in this paper that the DECT band should become nationally available.
Once the Position Paper adopted, the operators will need to express their options concerning the geographical areas (localities and counties) where they wish to be awarded new usage rights in the DECT band.
Thus, the providers of electronic communications networks and services interested in installing and using one/several point-multipoint (PMP) radiocommunication network(s) in DECT technology, in localities located in one or several counties, may submit to ANCOM firm requests for the issuance of licences for the use of radio frequencies, by (including) 26 June 2014. Within three days after this date, ANCOM will publish the preliminary aggregated table containing the options expressed by the operators, on counties and localities. The providers will then have 5 calendar days to change their initial options, if they wish so, exclusively in the case of those localities for which the preliminary aggregation revealed that two or several options were expressed.
Afterwards, the Authority will publish the final aggregated table, with the options expressed by the operators, and will issue the licences for the use of radio frequencies for the DECT band.
ANCOM will award licences in the DECT band by direct award in the localities for which only one request was submitted, while a comparative selection procedure will be organised in the case of the localities in which several operators are interested.
The Authority thus wishes to encourage the use of this band, in particular in the geographical areas disfavoured in terms of access to the electronic communications services.
The DECT band (1880-1900 MHz) currently accommodates PMP public networks which ensure wireless local loop (WLL). At present, Romtelecom holds three licences in this band, providing services in Galati, Tulcea and Ilfov counties and in Bucharest.
