Following Tender, ANCOM Hires Developer of Tariff Comparison Application

The National Authority for Management and Regulation in Communications (ANCOM) designated UTI SYSTEMS S.A. as the winner of the tender for the development of the online application enabling the end-users to compare between the communications offers. The value of the contract is RON 1,067,941.86, without VAT,and the application is to be finalised during the first half of the next year.
The project entitled “Online application for comparing the communications offers intended for the end-users” is implemented by ANCOM within the operation 1 “Supporting the setting-up of e-government solutions” of the Key Area of Intervention 2 “Developing and increasing the efficiency of electronic public services” of the Priority Axis 3 „ICT for private and public sectors” of the Sectoral Operational Programme “Increase of Economic Competitiveness”, co-funded by the European Regional Development Fund. The value of the non-reimbursable assistance financed from public funds amounts to RON 886,198.32.
During the auction, eight applications from six economic operators and two economic operators associations were submitted. After analysing the offers in terms of the qualification documents and the technical and financial proposal, as well as after applying the criterion for awarding “the most advantageous offer as far as the economic criterion is concerned”, the company UTI SYSTEMS obtained the maximum score.
Upon project completion, ANCOM will make available to the end-users an interactive application on its website. This application will provide comparative information regarding the tariffs and the conditions offered by the providers of publicly available electronic communications services.
Based upon the options inputted by the end-users, the application will make a comparative analysis of the tariff plans available on the Romanian market, for three categories of electronic communications services (fixed telephone services, mobile telephone services and broadband Internet services) as well as combinations thereof, displaying afterwards 25 of the most advantageous offers ranked in order of cost (calculated per month). When displaying the results, other relevant details on the respective offers will also be published (e.g. number of included minutes or SMS, billing period, minimum contract duration, customer care details).
The data based on which the application performs these comparisons will be provided by operators who have the obligation to introduce, in electronic format, any commercial offer within 4 working days from the date of launching or amending it.
The interactive application will be implemented according to the provisions of the Decision no.77/2009 on the obligations of the providers of publicly available electronic communications services to inform the end-users.
