From the 1st of July, Operators Will Send Specific Information to ANCOM Exclusively by Electronic Means

Certain documents, data and information which must be made available to ANCOM by the electronic communications providers will be sent to the Authority exclusively by means of an online application, using a certified electronic signature. The ANCOM Decision no.336/2013 thereon was published on Tuesday, 21 May 2013, in the Romanian Official Journal.
By means of this application, the providers will transmit to ANCOM statistical data on the electronic communications market, the annual financial reportings, the notifications on the activation of the numbering resources or of the technical resources, the annual report on the use of the numbering resources, the list of localities where electronic communications networks and services at fixed locations are effectively provided, copies of the access and interconnection agreements, respectively copies of the agreements of access on properties, statistics on the requests for ensuring connection and access to a fixed location, to the public telephone network, which could not be satisfied under commercial conditions, or certain documents which the providers designated as having significant power on specific markets have the obligation to submit to the Authority. Furthermore, the providers will send electronically to ANCOM other documents and information the Authority requests from them with a view to exercise its legal duties.
All these documents and information will be exclusively sent via the online application, using a certified electronic signature, starting 1 July 2013. By way of exception, certain documents and information are to be provided electronically as of 1 January 2014.
On their turn, the providers may choose to receive only electronically certain documents from the Authority, in accordance with the legal provisions in force. To this end, the operators are to confirm the reception of the respective documents. The Authority recommends the operators to choose this communication method which is easier and faster.
The Decision no. 336/2013 on the means and manner of transmission of certain documents, data or information to the National Authority for Management and Regulation in Communications and on amending the Decision of the president of the National Authority for Communications no. 77/2009 on the obligations of informing the end-users, incumbent on the providers of publicly available electronic communications services, was published in the Romanian Official Journal no. 287 on 21 May 2013 and enters into force as of 31 May 2013.
