My ANCOM: private virtual space for electronic communications and postal service operators

With the entry into force of Decision no. 333/2024, ANCOM implements a means of communicating documents intended for the electronic communications and postal service providers, as well as other categories of persons concerned by the Authority`s activity. The new service developed by ANCOM, the platform www.myancom.ro, provides the beneficiaries, free of charge, with a private virtual space that can be accessed securely using a unique password, which facilitates managing documents and following document history.

My ANCOM supports the Authority's objective of constantly improving communication with all target groups that are interested in ANCOM's activity.

Categories of beneficiaries of the "My ANCOM" service

ANCOM has automatically created ”My ANCOM” access accounts for all the more than 1,100 providers of public networks and publicly available electronic communications and postal services. During this week, the electronic communications and postal services providers will receive the access credentials, by the email addresses communicated to ANCOM in the general authorisation procedure. They will have 10 working days to log in to the virtual private space and change their password.

The following categories of beneficiaries can also request access to the "My ANCOM" application:

  • central or local public administration authorities;
  • network operators, according to the definition provided in Article 2 letter (b) of Law no. 159/2016 on the physical infrastructure regime;
  • providers of electronic hosting services, with IP resources, who followed the notification procedure provided by ANCOM Decision no. 423/2023 on the obligations incumbent on certain providers of electronic hosting services with IP resources
  • persons who intend to provide electronic communications networks or services exclusively for their own needs, persons who intend to provide non-number-based interpersonal communications services, local public authorities that provide in their own name, free of charge, electronic communications networks or services in public spaces located on the administrative territory of the respective administrative-territorial units, persons requesting access or interconnection to electronic communications networks and services providers in Romania, if they do not provide or operate networks on the national territory, as well as other categories provided for in Article 6 of ANCOM Decision no. 70/2023;
  • intermediary service providers in Romania, according to the definition referred to in Article 4 Paragraph (1) letter (d) of Law no. 50/2024.

For these categories of beneficiaries, the application for access to the platform can be accessed on the first page of "My ANCOM".

„My ANCOM”

Through "My ANCOM", the Authority will communicate documents, in original or in a certified true copy - such as requests for information, decisions, record of findings and penalties pertaining to contraventions, writs of execution, responses to various requests or complaints, information notices, other administrative acts.

The functionalities of the "My ANCOM" service will allow at least the recording of the date and time of upload of each document intended for communication, retention of each uploaded document for a period of 3 years and informing the addressee via a message to an indicated e-mail address regarding the upload of a document by ANCOM. Furthermore, once a document is uploaded, it is not possible to replace or alter its content or the recorded upload date and time.

Documents will start being communicated through this service within 2 months from the date of publication in the Romanian Official Journal, respectively from September 11, 2024.
