- Catalin Marinescu
Marius Catalin Marinescu was appointed President of ANCOM in April 2009, for a six-year term. A telecommunications engineer, Catalin Marinescu has worked in this sector ever since 1990, both for companies such as Romtelecom (15 years) and for public institutions such as the Inspectorate General for Communication and Information Technology, which he presided between 2005 and 2007, or the General Council of Bucharest. His professional interests cover mainly the areas of leadership skills, international relations, as well as human resources policies.
- Dan Nica
Dan Nica is on his second mandate as Minister of Communications. Under his coordination, Romania took the most important steps in the transition to the Information Society. The introduction of the e-government instruments, the first use of the e-auction system, the liberalisation of the Romanian telecom market, the second stage of the Romtelecom privatisation, the initiation of the legislation necessary to allow the use of the electronic signature – these are just a few of his achievements which changed the Romanian society. Dan Nica has over 20-year experience in the communications field and holds a PhD in Communication Sciences. The theme which grounds his doctoral thesis was e-government, Dan Nica co-authoring the work awarded by the Romanian Academy entitled Le Gouvernement électronique (Concepts Appliquės en Roumanie) – Electronic government (Concepts Applied in Romania).
- Roberto Viola
Roberto Viola is Deputy Director General at European Commission - DG CONNECT, with responsibilities for Electronic Communications Networks and Services Directorate, Cooperation Directorate - International and Inter-institutional relations, Stakeholders cooperation, Coordination Directorate - Growth and Jobs, Innovations and Knowledge Base, Media and Data Directorate. Since 2005 to 2012, he has been the Secretary General in charge of managing the Italian media and telecom regulator (AGCOM). Roberto Viola is the 2012-2013 Chairman of the European Radio Spectrum Policy Group (RSPG) and also was RSPG Deputy Chairman for 2011 and Chairman for 2010. He was a member of the Board of BEREC (Body of European Telecom Regulators) as well as, in 2007, Chairman of the European Regulatory Group (ERG). Roberto Viola holds a doctor degree in electronic engineering (Dr. Eng.) and a master in business administration (MBA). He is Professor of Business models for ICT at the Computer Engineering Faculty – University of Rome “La Sapienza”. He pioneered novel communication systems (UMTS, satellite radio, digital broadcasting) publishing more than 100 scientific papers and holding key patents in the sector.

- Dinu MALACOPOL
Dinu Malacopol is currently the CEO of Digital Cable Systems. His background is in the electronic communications field, where he worked for four national MSO’s broadband telecom providers in Romania (Digital Cable Systems, UPC Romania, Astral Telecom and CableVision), for two national incumbents (RomTelecom/Romania and Bell Nexxia/Canada), as well as for the Romanian Government (State Secretary with the Romanian Ministry of IT&Communications). With a MScEE major in Telecommunications and a Marketing/Strategy MBA, his extensive 25 years background in telecommunications and information technology includes: organizational re-engineering by turning companies into client-centered ones; establishing strategic core differentiation and winning market strategies; organization reshaping and innovation, marketing and customer-oriented initiatives.
- Catalin Cuturela
Catalin Cuturela has been the CEO of DIGICOM SYSTEMS SRL since 1995. Between 1993 and 1995, he acted as a sales and marketing manager in AKTIS – Computers and Automatics. Graduate of the Faculty of Car Manufacturing Engineering within the Polytechnic Institute of Bucharest, Catalin Cuturela began his career in the communications field at ELECTROMAGNETICA SA, working for two years as design engineer in the Telephony Equipment Research and Design Section. Catalin Cuturela is Vice-chairman of the Board of Directors of the National Association of Internet Service Providers of Romania (ANISP), a non-profit and non-governmental professional organisation which primarily aims at promoting and supporting the interests of the providers of electronic communications networks and services, including Internet, from Romania.
- Iosif SZAVUJ
Iosif Szavuj purchased his first computer, a Spectrum ZX, back in 1986, when he was student of the Bucharest Polytechnic University. That was the moment that changed his live, as he discovered his vocation. The Romanian Revolution in 1989 found him in his last year of studies and he graduated in Computer periphericals and Automatics. Prior starting his own business in 1994, he worked as an Assistant Professor in “Tehnics of Information Processing” at the same University. In late 1996 Iosif Szavuj created one of the first Romanian internet companies, lately joining iNES Group, at that time an advertising company. As Executive Director of iNES, he set up a lot of firsts of the Romanian telecom industry: first ISDN dial-up service, first WAP server, first commercial Datacenter, and the first IPTV service. Starting from 2004, Iosif Szavuj is the Vice-president of the Romanian Association of ISPs.
- Sorin MARPOZAN
Sorin Nicolae Marpozan founded Logic Systems International Ltd. in the United States of America. The company provided consultancy services between 1984 and 1992 for the design and development of data systems in the stock, banking and insurance fields. In 1990, Sorin Marpozan set up LOGIC SRL, one of the first hardware and software importers and distributors from Romania, acting on behalf of foreign companies such as Compaq, HP, AST, Borland, Novell and Epson. LOGIC SRL was one of the pioneers of the IT industry development in Romania and put the basis for a national network of distributors, as well as maintenance and training centres. From 1994 through 1997, Sorin Marpozan was Chairman and CEO of LOGIC Telecom SA, a company which developed and operated its own fixed and wireless data transmission networks (VSAT) offering services throughout Romania and the Republic of Moldova. Under his management, LOGIC Telecom SA became in 1996 the largest Romanian shareholder in the Mobifon SA consortium, which won one of the mobile telephony (GSM) licences and later became the cellular telephony operator CONNEX. From 1997, Sorin Marpozan has been acting as independent consultant in projects of assessment, privatization and investments in Romania and in other European countries. With a rich experience in the coordination of IT projects for companies from Romania and from the United States of America, Sorin Marpozan is a graduate of the Academy of Economic Studies of Bucharest and also attended IT and management courses at the “School of Continuing Education”, as well as law courses at the “School of Law” of the New York University.
- Dan BOABES
Dan Boabes set up in 2003 one of the first alternative fixed telephony operators - Parlatel. One year earlier, he had founded SimPlus, the first provider of mobile payment solutions. SimPlus is now the biggest provider of mobile payment solutions, with a turnover of about 6 million euros. ParlaTel was purchased in 2008 by DCS, a company controlled by AIG NEW Europe Fund, one of the most active investment funds in telecommunications from Central and Eastern Europe. With over 17-year experience in the telecom industry and an MBA degree, Dan Boabes is at the same time one of the youngest entrepreneurs. He began his career in telecom by co-owning Instant Exim (1993) and shortly after that he became Technical Manager at RDT Systems. In 2000, he held the position of Head of the Sales Department at the Radiocommunications National Company (SNR). He later leaves SNR and takes over the position of CEO at Eastern Space System. Dan Boabes enjoys very much travelling and pursues closely the technological innovations.
- Mihai BATRINEANU
Mihai Batrineanu began his carrier in 1983 in Romtelecom, as a telecommunications electronics engineer. In the 90s he provided technical and organisational support for the SOROS Foundation in the design and implementation of the “Computers for high-schools” and “Internet for high-schools” projects and developed the first Internet node in Romania, at the Children’s Palace in Bucharest, offering free access to 10,000 users, who accounted for more than 90% of the Romanian Internet users at that time. In parallel, he taught informatics as part of the courses held at the Children’s Palace, acting as a teacher and then as a head of the informatics department. Between 1992 and 1993 he founded Megalan, a company which designed and installed local computer networks throughout the country. From 1995 to 1998 he designs and builds the first Network Operations System (NOC) in Romania for Internet services, develops the first discussion lists-type services, the first forum and the first portal ROL.ro, makes the first trials with the ADSL technology using CISCO equipment and develops the first prepaid card-based system for dial-up Internet access in Romania, the system having advanced pioneering features at global level. In early 2000s he becomes the first private entrepreneur in the IT&C field who convinces BERD to invest in an Internet service provider from Romania and thus he founs ROMANIA ONLINE, a company who was to operate ROL.ro and develop websites and web applications. In 2002 he wins the auction held for the development of a radio network in the 3.5 GHz band and installs the first radio network for broadband services in 15 of the main Romanian cities, whereas in 2003 he designs and implements at a national level the first prepaid card-based telephony service in Romania, becoming the first telephony alternative provider. In 2004, Mihai Batrineanu is elected Chairman of the National Association of Internet Service Providers of Romania (ANISP) and decorated by the President of Romania with the National Order of the Faithful Service in rank of Knight. During 2005-2009, he invests in a series of start ups and contributes to developing ROL ONLINE NETWORK S.A., a company specialized in new media, online advertisement and IT&C consultancy. From 2010, Mihai Batrineanu is one of the active players in the telecommunication and online service markets from the Republic of Moldova, Cyprus and Ukraine.
- Gheorghe RUSU
Gheorghe Rusu graduated from the Faculty of Mathematics-Physics of the University of Bucharest in 1965, as well as from the Faculty of International Economic Relations of the Academy of Economic Sciences in 1979 and holds a diploma in Technology for Cybernetic Systems from UNESCO. He also follows doctoral studies in Probabilities and Mathematical Statistics. Gheorghe Rusu was a member of the team of programmers who created the first Romanian computer called CIFA-3 at the University of Bucharest, counting himself between the initiators of the information applications in the metal industry (the Iron and Steel Enterprise, Galati, 1965-1967), in the wood industry and forestry (Institute of Researches and Designs for Wood Industry, 1967-1974, Wood Industry Computer Centre, 1974-1979), culture and library economy (Computer Centre for the Ministry of Culture, 1979-1983). He participated in the elaboration and implementation of several important projects carried out in Romania in the 80s: atomic industry, The House of Parliament, the Bucharest Subway, the Tractorul Factory in Brasov, the Steagul Rosu Factory in Brasov, the Plant of Parts Assembling in Bacau, oil distilleries, building and installation private enterprises, electrical networks, export of information technology in Algeria, Syria, Iraq, Egypt, Iran etc. After 1990, Gheorghe Rusu founded and participated in the setting up of several companies in the fields of informatics, telecommunications and management of technological processes for the introduction of the newest concepts: LAN local networks and national networks (Intercomp, 1990-1998, Mediator, 1998-2000), SUN calculation complex stations (1991-1994), fibre optic networks (Dacia Plant, Pitesti, 1994), the first network of Internet commercial services (April 1993-October 2007), VOIP services (1996-2007), call centre services (Easycall 2003-2006), wireless networks (1999-2007), cable television, satellite, Internet (Digital cable systems 2005-ongoing). In 2001, Gheorghe Rusu initiated the setting up of, and was a founding member, through Euroweb (former Mediator), of the National Association of Internet Service Providers of Romania (ANISP), which he had chaired for 4 years (2001-2005). As he held shares in a few software companies (Evosoftware SRL, Progression Technologies SRL, Portal SRL, Viosan SRL etc.), he was also a member and Chair of the Romanian Association for Electronic Industry and Software - ARIES (2006-2007) and, currently, he is a member of the Association for Information Technology and Communications of Romania - ATIC.

Dr. Georg Serentschy was appointed CEO Telecommunications of RTR-GmbH, the Austrian Broadcasting and Telecommunications Regulatory Authority, in 2002 and renominated in 2007 and 2010. Since 2008 he has also been responsible for the regulation of the postal market. In addition to its regulatory tasks, RTR serves as a public think-tank for telecommunication and electronic media topics. Besides his national agenda, Dr. Georg Serentschy is actively involved in the coordination of telecommunication issues with the European Commission and 27 national European agencies. In January 2010 he has become a member of the board of the Body of European Regulators for Electronic Communications (BEREC). In December 2010 he was appointed Vice Chair of BEREC for 2011 as well as Chair of BEREC for 2012. Before these assignments, Dr. Serentschy acted as Managing Director of Arthur D. Little's operations in Austria and Central Eastern Europe. His main fields of activity in top-management consulting were marketing issues, strategy development and finance for fixed and mobile operators as well as Internet service providers. His professional career of more than 30 years led him through various industries, such as satellite communications, research in the energy sector and software development. Before starting his industrial career, Dr. Serentschy worked as a nuclear physicist in basic research. He graduated from the University of Vienna, Austria, and holds a PhD degree in nuclear physics and mathematics.

Göran Marby is the Director-General of the Swedish Post and Telecom Agency (PTS) since January 2010. He is a member of the steering board, headed by the minister of ICT, to the Swedish Broadband Forum, a part of the government´s strategy to promote deployment of broadband throughout Sweden and an integrated part of the Digital Agenda for Sweden. During 2012, Göran Marby is Chair of the ERGP (European Regulators Group for Postal Services) and a board member of BEREC (Body of European Regulators for Electronic Communications), as the Vice Chair responsible for net neutrality. Göran Marby has more than 15 years of working experience in the IT Sector. Prior to his current position, he co-founded AppGate Network Security AB where he served as CEO (2002 - 2009). He has held several executive positions within the IT sector: CEO Cygate, Country Manager Cisco Sweden, CEO Unisource Sweden. He holds an MSc in Finance from the University of Gothenburg, School of Business, Economics and Law.
- Dr. Leonidas KANELLOS
Dr. Leonidas Kanellos is the President of the Hellenic Telecommunications and Post Commission (EETT) and incoming Chair 2013 of the Body of European Regulators for Electronic Communications (BEREC). He is an attorney-at-law, practicing electronic communications’ and competition law. Dr. Kanellos has served as a Legal Expert in numerous international and national committees, such as the Legal Advisory Board (LAB) of the EU Directorate-General for Information Society, the European Committee for Standardization - CEN (standards for Electronic Signatures), the European Commission’s “Crash Programme for the Development of the Hellenic Telecommunications”, the drafting Committee of the Founding Act of the EETT. Dr. Kanellos has a teaching activity as Professor at the Aegean University and the University of Piraeus on legal and business aspects of the electronic communications market. He has published extensively in both the international (in English, French and German) and Greek legal and academic press, authoring numerous monographs, articles, and contributions to books.
- Tom RUHAN
Tom Ruhan is member of the Management Board of Netia SA since April 5, 2006 and Chief Legal Officer of Netia since March 2003. Until his appointment to the management board, he was Netia’s commercial proxy. Tom Ruhan is also Chairman of the Board of Directors of the European Competitive Telecommunications Association (ECTA). Prior to his employment with Netia, Tom Ruhan worked at Wardynski & Partners for 12 years in various positions, being Of Counsel before moving to Netia. During this period, Tom Ruhan advised on a number of privatisations including, amongst others, Telekomunikacja Polska SA, and also worked on the financial restructuring of Netia. He is also a Deputy Chairman of SOT KIGEiT (Telecommunications Operators Section of the Polish Chamber of Commerce for Electronics and Telecommunications) for a second term of office and a member of the Arbitration Committee (Komisja Rozjemcza) of KIGEiT. Tom Ruhan graduated in law from the University of Warwick, UK.
- Marcin PACHLA
Marcin Pachla, representative of ETNO, is in charge with Coordination and development of regulatory strategy of fixed part of Orange Polska, both on retail and wholesale markets. He had joined Telekomunikacja Polska in 2003 to the Wholesale Strategy Departament and in 2006 moved to the Regulatory Departament. In 2012 he was nominated as Acting Director of the Departament of Analyes and Regulatory Cooperation in Orange Polska. Marcin Pachla was intensively involved in the signing of a Memorandum of Understanding with the Polish NRA in 2009, as well as in the rebranding of Telekomunikacja Polska to Orange Polska.

Peter Alexiadis is the founding partner of the Brussels office of Gibson, Dunn & Crutcher LLP and holds postgraduate legal qualifications from the Universities of London, Sydney and Thessaloniki. His practice specialises in competition law, communications policy and intellectual property law, he is the course coordinator of the King's College London, LLM course on "Competition Law and Regulated Network Industries" and the EU Affairs correspondent for Utilities Law Review. Peter has acted as external counsel in some of the largest mergers in the TMT sector and has represented a range of clients on abuse of dominance actions in network industries. He is well known for a number of landmark regulatory studies conducted for the European Commission and for his involvement in market reviews in the communications sector across a range of jurisdictions in Europe, Africa, Asia and the Middle East. Peter has published and spoken widely on the interaction of competition law and competition policy. He has consistently been listed as a leading international practitioner by peer review publications in competition law and communications law, and was named one of The American Lawyer’s "Star Laterals of the Year" for 2003.

- Fabio COLASANTI
President of the International Institute of Communications (London, UK) since April 2010, Fabio Colasanti was previously a Director General in the European Commission for over ten years. From July 2002 to March 2010, he was in charge of the department which had the responsibility to propose regulation in the electronic communications sector and to control its correct implementation throughout the European Union.
- Dr. Adam SCOTT
Dr. Adam Scott has academic and professional roots in engineering, economics and law. His doctoral research was in an area where economic regulation intersects with psychology and social science. After being called to the Bar, his specialisation in intellectual property and competition law brought him into electronic communications as a lawyer in International Telephone & Telegraph (ITT) and the British Post Office. After being corporate planner in the creation and privatisation of British Telecommunications PLC, and after playing other senior roles in BT, in 1994 Dr. Adam Scott became a fellow at the University of St Andrews, teaching there whilst being a consultant in scenarios and economic regulation working, in particular, with the Irish NRA and with the European Commission, for which he chaired a working group of NRAs on LRIC modelling. In 2000, he was a founding member of the Competition Commission Appeal Tribunal. Having completed his subsequent term as a member of the Tribunal, he is now serving as its Director of Studies. Dr. Adam Scott is a fellow of the Institution of Engineering and Technology.
- Alexandru GHITA
Alexandru Ghita is Director General of 2K Telecom. He graduated in 2005 from the Faculty of Electronics, Telecommunications and Information Technology in Bucharest with a degree in telecommunication software and networks. While a student he developed a particular interest for wireless technologies. Alexandru Ghita has been a member of the Asesoft Group since his first job in early 2002. He worked subsequently for Teamnet and Asesoft International until finally stepping up to lead 2K Telecom in September 2005. Since his appointment the company has managed to grow to a revenue of over €13 million in 2011, acquire and seamlessly integrate Idilis and Accessnet International, build and launch the first 4G mobile WIMAX network in Romania. Alexandru Ghita is 31 years old. He is married, has a daughter and enjoys basketball and traveling.

Stefanos Theocharopoulos is COSMOTE Romania’s CEO since January 2008 and was appointed Romtelecom CEO in July 2011. He joined OTE Group in 2002, holding the position of OTEGlobe Business Development Executive Director as of September 2006, he is member of COSMOTE Romania BoD, while he has also held the positions of BoD member in Armentel & OTE Sat Maritel and Chairman of Hellas-Sat BoD. In addition, he has worked as Executive Technology Director and Radio Systems & Transmission Networks Manager for OTE Investment Services. Prior to joining OTE Group, Stefanos Theocharopoulos worked as independent consultant on telecommunications network development projects for the companies O2 in Germany and Dutchtone in the Netherlands, while from April 1998 until July 2000 he held the position of Vodafone Radio Technology Group Leader in Greece. He began his career in Fujitsu Telecom Research Center and in Ericsson Hellas, as Product Marketing Engineer. He holds a BEng in Electronic Engineer from Sussex University as well as a M.Sc. in Mobile & Satellite Communications from the University of Westminster.
- Jean-Francois FALLACHER
Jean-François Fallacher is the Chief Executive Officer of Orange Romania, the leader of the telecom market with more than 10 million customers. Before his appointment within Orange Romania, Jean-François Fallacher was CEO of Sofrecom, an international consultancy firm belonging to France Telecom – Orange Group. Under his management, Sofrecom played a key role in the successful launch and deployment of a number of mobile operations in the emergent markets and actively contributed to the success of certain new mobile services in various countries where France Telecom - Orange Group operates. Jean-François Fallacher has a vast professional experience acquired over the years in various positions held within France Telecom-Orange Group. He began his career as an Account Director in the B2B department, Corporate Sales Division. He later moved to the Netherlands where he acted as Marketing Manager at EuroNet Internet and then Chief Operations Officer at Wanadoo Holland. Jean-François Fallacher graduated from École Polytechnique and École Nationale Supérieure des Télécommunications in Paris. He continued his studies with the International Business Development programme at ESSEC Business School.
- Valentin POPOVICIU
Valentin Popoviciu, Development Manager of RCS & RDS since 1999, has over 15-year experience in the IT&C field. Mr. Popoviciu graduated from the Faculty of International Economic Affairs and started his activity in the IT and telecommunications sector as a hobby, subsequently having an active contribution to the development of innovative services in this segment. He is mainly concerned with identifying new opportunities and tracking the development trends for the telecommunication services, which closely follow the changes in the consumers’ behaviour and needs. Valentin Popoviciu coordinated the expansion of the communications infrastructure of RCS & RDS, as well as the launch of certain basic services of the leading operator in the Romanian cable TV and Internet market. Furthermore, he has been responsible for the launch and roll-out of the latest Digi services: mobile voice and Internet branded Digi.Mobil, wi-fi wireless Internet (hot-spots) branded Digi Wi-Fi or Voice Over IP Digi Anywhere.
- Inaki BERROETA
Inaki Berroeta has been running the businesses of Vodafone Romania for almost two years and has more than 16 years of experience in the telecom sector. Holder of a bachelor’s degree in telecommunications from the University of the Basque Country (Spain) and of an MBA degree conferred by the Henley Management College in 2004, the current CEO of Vodafone Romania began his career in the fields of IT systems, IT consultancy and management. Inaki Berroeta was in 1995 one of the first employees of Airtel Movil, the telecom operator that was to become Vodafone Spain. Two years later, he moved to California, USA, serving as IT manager within AirTouch International. Later on, in 1999, he joined the Global Star USA team as manager of the billing and customer care division. In 2000, Inaki Berroeta came back to Spain where he held several executive positions within Vodafone until 2007: manager of the software development centre, corporate services and products manager and, subsequently, corporate sales manager. In the last three years preceding his coming to Romania, Inaki Berroeta led the Vodafone operations in Malta.
