ANCOM has updated the www.aisemnal.ro platform  with the results of the Authority’s voice signal coverage measurement campaign carried out this year. Moreover, two new functionalities have been added: in the measured localities, information on the signal level is presented by coverage percentages, for 2G and 4G technologies, with the number of inhabitants per locality and the date/period in which the measurements were performed. Moreover, those interested can now view the signal level of all operators by measured point.

2024 Coverage Verification Campaign

The campaign for measuring the national signal coverage of mobile voice services was carried out between April and November 2024, the signal coverage of the localities being measured along all accessible roads, boulevards, and main and secondary streets.

During this campaign, ANCOM checked 13,283 localities with a population of more than 10 inhabitants, and 240,000 km of national, county, city and communal roads. Thus, from the entire inhabited area of the country, where 19,053,815 people live - according to the population and housing census (INS 2021) -, ANCOM measured the areas inhabited by 19,049,815 people. Voice coverage was calculated as the ratio between the sum of the population covered and the total population of Romania.

The results of the measurements carried out within the campaign to verify the national coverage with mobile voice services are presented in the table below:

According to the licenses for the use of the radio frequencies held, Orange, Vodafone and Telekom Mobile had the obligation to cover with voice services the areas inhabited by at least 98% of the Romanian population through their own radio access networks, until 5 April 2017, while Digi Romania had to fulfil that coverage requirement until 5 April 2019.

The aisemnal app and platform

Users can visit the aisemnal.ro platform for checking the signal coverage in Romania, with updated versions of the aisemnal.ro application for Android and iOS operating systems to be launched in the next period. The app can be downloaded for free from the app stores.

The aisemnal.ro platform and the aisemnal.ro application allow users to view the evolution of the signal coverage for voice services in 2024 compared to 2019, 2020, 2021 and 2022, while also having the possibility to consult the overall coverage, at national level.

The map includes the areas where users are at risk of involuntary roaming, as well as the signal coverage map for the Bucharest metro, as of 2021. Also, the aisemnal.ro platform allows the 3D visualization of the digital terrain model based on EU-DEM Copernicus.
