1. How is granted the right to use technical resources?
The right to use technical resources is awarded by decision of the ANCOM president, for each category of technical resources requested, on an indefinite period. By way of exception, at the reasoned request of the provider of public electronic communications networks or of the provider of publicly available electronic communications services, as the case may be, ANCOM may assign technical resources for test purposes, on an indefinite period.
The applications for the awarding of the right to use technical resources are analysed pursuant to the principles of objectivity, transparency, non-discrimination and proportionality.
The general criteria applied in the analysis of the applications for technical resources are as follows:

the necessity of obtaining the respective technical resources;

the network structure and the features of the services provided by the applicant;

the efficient and rational use of the technical resources.
The NSPC are assigned in indivisible blocks of 8 codes each. The ISPC are assigned individually.
The use of the signalling point codes which ANCOM assigns to the providers of electronic communications networks with common channel signalling system standardised by the International Telecommunication Union (ITU), called SS7, is presented separately.
A provider of public electronic communications networks may benefit from the right to use regularly one MNC.
The use of the MNC which ANCOM assigns to the providers of electronic communications networks is presented separately.
A provider of public electronic communications networks may benefit from the right to use one NIC.
The RN is assigned to the providers of publicly available electronic communications services which were allotted numbers under the licence for the use of numbering resources.
A provider of publicly available electronic communications services may benefit from the right to use regularly one routing number. In the case of a provider that was allotted several categories of numbering resources under the licence for the use of numbering resources or where the routing number identifies a network switch, the respective provider may be awarded the right to use several RN, in compliance with the special criteria specified in Decision no.380/2013.

The ANCOM President’s Decision no.380/2013 is the official act which regulates the procedure on the assignment of technical resources.
The technical resources are those resources required for identifying the electronic communications networks or elements of the electronic communications networks in view of their operation or for the provision of electronic communications services.
