ANCOM issues temporary transmission licences for drive-in events

“During the state of emergency period, ANCOM has received several requests for supporting the organisation of drive-in events (cinema, live concerts). Therefore, we will issue licences for low-power frequency usage in the FM band, which will help ensure the soundtrack of such events, so that the audience could fully enjoy the show safely, from their cars, using the car stereo. The entertainment industry, in line with the whole society, is adapting to meet the current needs and I am glad that – in collaboration with the National Audiovisual Council – we could rapidly identify a solution for such evens to take place in optimum conditions”, declared Sorin GRINDEANU, President of ANCOM.
The application procedure
In the context of social distancing measures, the organization of short-term events intended for the entertainment of a small audience in a limited area - such as drive-in shows or concerts – requires ANCOM’s issuing a temporary frequency usage licence to ensure the soundtrack of these events.
Applicants should file a request for the transmission of the soundtrack to participants in drive-in events, where the audience stays in their own vehicles, which is an alternative to events held in traditional cinemas and to outdoor live concerts. The frequency usage licence will be issued for a maximum period of 30 days.
The licence will be granted both to legal entities and to companies that are not legal entities, and to natural persons, following the applicant’s filling in and submitting a standard form - available in Romanian here, along with the documentation substantiating the proposed technical solution, in accordance with applicable technical regulations.
The application can be submitted to the headquarters or to any territorial branch of ANCOM either by the applicant or by a representative of the applicant, by a postal service or as a document in electronic form that incorporates an electronic signature or has an electronic signature attached to or logically associated with it, based on a qualified certificate not suspended or not revoked at that time, and generated using a secure-signature-creation device, through the ANCOM’s Online Registry.
