
ANCOM opens for allocation 116016 – Helpline for victims of violence against women

Between 20 June and 21 July 2023, the interested telephone service providers may request ANCOM to allocate the national short number for harmonized services of social value 116 016, a number intended for the service "Helpline for victims of violence against women".
The service provided through this number - having the same format in all Member States of the European Union - must be available at national level and offer victims of violence against women the opportunity to request assistance and support, to be informed about their rights and how to exercise these rights, and to be referred to the relevant institutions.
The number may be allocated to a single telephone service provider which demonstrates that it is capable of ensuring the provision and implementation of that service. To this end, when submitting the request, the telephone service provider must submit documents proving the capacity to provide the service (e.g. a pre-contract concluded with a social service provider). If ANCOM receives requests from several providers, the allocation is made on the basis of a scoring grid that assesses the capacity of the provider of harmonised services of social value to ensure the implementation of the service for which the number is allocated and to ensure compliance with the specific conditions for using the 116016 number, the capacity of the connection offered, the potential accessibility of the harmonised service of social value, as well as applicants' experience in implementing short national numbers and the deadline for activating the number.
The requests for granting the licence for the use of numbering resources may be sent, until 21 July 2023, by post to ANCOM's headquarters in 2 Delea Nouă Street, Sector 3, 030925 Bucharest, may be submitted personally to the Authority’s Registry at the headquarters or may be sent as a document in electronic form.
