
ANCOM Opens Public Consultation on Methodology for Evaluation of the Compliance of Postal USP with Quality Standards

The Romanian National Authority for Management and Regulation in Communications (ANCOM) submits today to public consultation the draft decision establishing the conditions and the procedure for the evaluation of the compliance with the minimum quality requirements for the delivery of domestic postal items from the fastest standard category that must be met by the Romanian Post National Company S.A. (CNPR) in its capacity as a universal service provider in the field of postal services.
By way of the Decision of the president of the National Authority for Management and Regulation in Communications no. 1158/2013 designating the National Company “Poşta Română” S.A. as a universal service provider in the postal sector, the Authority established that CNPR has the obligation to ensure the following minimum quality requirements on the delivery of the domestic postal items from the fastest standard category: 85% of the total items of correspondence and printed matters items will be delivered in maximum one working day from the date of deposit; 97% of the total items of correspondence and printed matters will be delivered in maximum two working days after the date of deposit; 85% of the total postal parcels and cecogrammes will be delivered in maximum two working days after the date of deposit; 97% of the total parcels and cecogrammes will be delivered in maximum four working days after the date of deposit.
In order to evaluate the compliance with these minimum quality requirements, ANCOM proposes - in the draft decision submitted to public consultation today - imposing on the universal service provider the obligation to annually conduct quality measurements for the following categories of services, dealing with domestic postal items from the fastest standard category: clearance, sorting, transport and delivery of the items of correspondence and printed matters weighing up to (including) 2 kg, clearance, sorting, transport and delivery of the postal parcels weighing up to (including) 10 kg, and clearance, sorting, transport and delivery of cecogrammes.
The annual evaluation of the compliance with the minimum quality requirements regarding the items of correspondence will be made by an independent monitoring body, pursuant to the provisions of SR EN 13850:2013 standard, a standard which must be implemented in all EU Member States. As for the postal services dealing with postal items consisting of printed matter items, parcels and cecogrammes, CNPR will conduct the quality measurements based upon its own methodology.
Furthermore, the universal service provider will have to conclude a contract with an independent audit body for the auditing, in line with the provisions of the SR EN 13850:2013 standard, of the measurements necessary for evaluating the compliance with the minimum quality requirements concerning the transit times of the correspondence items.
The draft decision establishing the conditions and the procedure for the evaluation of the compliance with the minimum quality requirements for the delivery of the domestic postal items, imposed under the Decision of the president of the National Authority for Management and Regulation in Communications no. 1158/2013 designating the National Company “Poşta Română” S.A. as a universal service provider in the postal sector, is available for consultation here.
