ANCOM proposes amending the decision on setting and collecting tariffs for the use of numbering resources

ANCOM submits to public consultation a draft decision aimed at updating the provisions on setting up and collecting tariffs for the use of numbering resources. The aim of this draft decision is to harmonise the methods of setting tariffs for the use of scarce resources as regards the issuance date of the decisions by which the amounts to be paid by licence holders are set. The draft decision does not affect the amount of the tariff for the use of numbering resources.
Proposed changes
ANCOM proposes that the decisions on the payment obligations regarding the tariff for the use of the numbering resources be issued in the last month of the year following the one for which the right of use was granted. Currently, such decisions are issued in January of the year following the one for which the right of use was granted.
Moreover, this draft decision proposes to establish a fixed term for the payment of the tariff for the use of numbering resources, i.e. 15 February of the year following the one for which the right of use was granted, but not earlier than 15 days from the date of ANCOM's communicating the decision on setting the tariff for the use of numbering resources.
Where the right to use the numbering resources is terminated, the tariff shall be paid within 60 days from the communication of the decision on setting the resource usage tariff.
The date of 15 February of the year following the one for which the right of use was granted has been set to allow a sufficient period for the payment of the usage tariff for these resources. Furthermore, in the exceptional cases when ANCOM’s decisions cannot be communicated to the holders until 15 February for objective reasons, the payment term will be 15 days from the communication of the decision.

The interested parties are invited to send comments and suggestions to ANCOM until 25.11.2022, at the Authority’s headquarters (2 Delea Noua Street, 3rd District, Bucharest), using the Online Registry or via ANCOM’s Regional Divisions.
