ANCOM Signed a Memorandum of Understanding with the Croatian Post and Electronic Communications Agency

Today, 18 April 2012, the president of the National Authority for Management and Regulation in Communications (ANCOM), Mr. Cătălin Marinescu, signed, in Bucharest, a Memorandum of Understanding with the director of the Croatian Post and Electronic Communications Agency (HAKOM), Ph. D. Dražen Lučić.
The main objective of the Memorandum is to establish the necessary framework for the cooperation and exchange of information between the two regulatory authorities, in compliance with their legal powers in the area of regulation and monitoring of activities in the electronic communications and postal services sectors.
The collaboration is mainly aimed at promoting the exchange of information regarding the legal framework which applies to the electronic communications and postal services sectors, as well as the exchange of experience inasmuch as regulation and consultation in these fields are concerned. Such cooperation will uphold the regulatory activities undertaken by both regulators with a view to promoting competition in the electronic communications and postal services sectors and the end-users’ interests, in line with the European and international best practice.
In this regard, bilateral consultations, both at management and expert levels, will be organisedandparticipation to relevant events held in the two states, including workshops, seminars, study visits,will be ensured. The agreement also provides the participation in the activities of the regional working group in the field of electronic communications (Central Eastern Europe Regional Working Group), by promoting the latter’s activity and granting support to any initiative of this kind, launched or upheld by one of the authorities. Furthermore, any regional event in the electronic communications field organised by any of the institutions will include a session dedicated to the regional working group.  
The representatives of the two institutions will meet in order to assess the progress made,to set priorities for cooperation within the framework of the next term and to consider new approaches for improving the collaboration. Moreover, the two institutions can agree joint actions and positions at European and other international organizations level related to the electronic communications and postal services sectors.
The Croatian Post and Electronic Communications Agency (HAKOM), headquartered in Zagreb, is the independent regulatory body in the fields of electronic communications and postal services in Croatia whose activity is governed by the provisions of the Electronic Communications Act, which entered into force on 1 July 2008, as well as by the special legislation regulating the postal services sector. In view of the efficient regulation of the market of electronic communications and postal services, HAKOM aims at creating the necessary conditions to foster effective competition and innovation in the Croatian market, protecting the interests of the end-users, business environment and relevant industry, as well as supporting the economic growth, public services and the quality of life by using modern technologies.
