ANCOM validates licence applications for public networks using DECT technology in 3,153 localities

Following ANCOM’s announcement on launching the third round of awarding licences for the deployment and operation of wireless access public electronic communications networks with DECT base stations operating in the 1880-1900 MHz band, the Authority validated the options submitted by Enigma-System.NET S.R.L. and published the final list of localities on its website, here. Thus, the operator obtains 41 licences for the provision of electronic communications services in all the counties of Romania, valid until 30 June 2026.
In May 2021, the operator Enigma-System.NET S.R.L. submitted requests for frequency usage rights in the band 1880 - 1900 MHz for the provision of electronic communications services, using DECT technology, in 3,153 localities in all counties of Romania. Consequently, ANCOM launched the option validation mechanism, in accordance with the relevant provisions of the Position Paper on the use of frequency spectrum on the national level in the 1880-1900 MHz frequency band. Thus, the first stage of the above-mentioned mechanism took place between 16-25 June.
Since Enigma-System.NET S.R.L. is the only operator currently expressing interest for this band, a second stage of the option validation mechanism is no longer required, as there are no multiple requests for one locality. Therefore, all the preliminary options submitted by Enigma-System.NET S.R.L. became final options, and the operator was issued licences accordingly.
Useful information on the DECT band
Currently, two more lincences are valid in the DECT band, held by Telekom Romania Communications S.A., for the provision of services using DECT technology in 23 localities in Galati county and 5 localities in Tulcea county.
Now, the 1880-1900 MHz band is fully awarded to the two providers, on a national level.
