The NAtional Regulatory Authority for Communications OF ROMANIA (ANRC) was set up in 2002 as the independent regulatory authority for the Romanian electronic communications and postal services sectors. ANRC was created in order to support the transition of the Romanian communications market from monopoly to effective competition, by elaborating and applying a regulatory framework in line with the European Union requirements, and to stimulate and mantain, by means of a transparent regulatory process, the confidence of investors and of the public at large in the operation of the communications market.

 

ANRC has the mission to support the development of effective competition in the Romanian communications market, to promote efficient investment in infrastructure and to protect users’ rights and interests, such as the right to privacy and access to the universal service.

 

The National Regulatory Authority for Communications is the referee that imposes and controls compliance with the rules on the free market for electronic communications and postal services in Romania. As such, ANRC is permanently monitoring the quality of service, the tariffs and the offer diversity, in order to ensure the operation of a competitive market that meets the needs of the users.

 

The principles governing the activity of ANRC are transparency, impartiality, predictability, proportionality, flexibility and effective use of resources. To fulfill its task of referee in the communications sector, the organization goes through a permanent process of self-evaluation and adjusts its action lines on the basis of the actual situation of the sector and of the feedback from providers and users.
