Electronic Communications Providers Will Report on the Roll-out and Geographical Location of Their Networks

On 8 September 2014, ANCOM launched for public consultation a draft decision establishing the format and manner of sending information on the roll-out and geographical location of the public electronic communications networks and of the associated infrastructure elements, by all the providers of public electronic communications networks through which electronic communications services are supplied.
Thus, the providers of public electronic communications networks by means of which internet or telephony services are provided at fixed locations serving more than 100,000 connections, as well as the providers of public cellular mobile radio networks, will send ANCOM detailed information on the elements of their own networks and on the associated infrastructure elements.
For the providers of public electronic communications networks that do not fall under any of these categories, the draft decision stipulates a lower volume of information on the roll-out and geographical location of the public electronic communications networks they operate.
The information received from the providers will allow ANCOM to make an inventory of the public electronic communications networks and of the associated infrastructure elements, as provided in Law no.154/2012 on the regime of electronic communications networks infrastructure. The Authority will thus be able to draw a map reflecting the status of the coverage with public electronic communications networks of each locality in Romania, as well as a picture of the available infrastructure elements. The map will allow the providers to make informed decisions on the efficient roll-out of their own networks and will facilitate infrastructure sharing.
The first reporting stage of this information will take place until 1 November 2015, for the data available as of 1 November 2014. Every year, no later than 1 July, the providers are to send updates containing information available as of 31 December of the previous year.
Upon completion of the public consultation, the decision will be published in the Romanian Official Journal and will enter into force starting from 1 November 2014. The draft decision establishing the format and manner of sending information on the roll-out and geographical location of the public electronic communications networks and and of the associated infrastructure elements is available for consultation on the ANCOM website, in Romanian here. The interested persons are invited to send their comments and suggestions, by 07.10.2014, at the ANCOM headquarters in 2 Delea Noua Street, Bucharest 3, directly to the ANCOM Registry Office or by means of the ANCOM regional divisions.
