Postal Service Providers Will Send Specific Information to ANCOM by Electronic Means Only

The Romanian National Authority for Management and Regulation in Communications (ANCOM) has launched for public consultation a draft decision requesting all the postal service providers to send specific information to ANCOM, exclusively by electronic means, using an online application and a certified electronic signature. Starting from 2013, the providers of public electronic communications networks or of publicly available electronic communications services send information to ANCOM by similar means.

Among the items of information to be sent exclusively by electronic means, we mention the statistical data that postal service providers have the obligation to report to ANCOM, on a regular basis. These new rules would apply starting with the next reporting period, i.e. that for reporting the statistical data corresponding to 2015, which should be reported not later than 15 March 2016.
Furthermore, the draft decision proposes that, starting from 1 January 2016, the documentation necessary for a provider to obtain ANCOM’s advice required in the issuance of the construction authorisation for pillars and facilities - where applicable, according to the legal provisions -, should be sent by electronic means. Solutions have been identified for sending the documentation through electronic means also by the builders or subcontractors that perform construction works for providers notified with ANCOM.   
The online application for sending such information is available on ANCOM’s website, whereas for data reporting, one can use electronic signatures issued by certification service providers from Romania, and, under certain conditions, from another country.
The draft decision envisages amending and completing ANCOM President’s Decision no. 336/2013 and ANCOM President’s Decision no. 127/2009.

 

The Draft Decision on amending and completing certain regulations with the aim of sending documents, data or information by electronic means, and for using such electronic means for other purposes incumbent on postal services providers is available here. The interested persons are invited to send their opinions and suggestions, by 18 November 2015, to the ANCOM headquarters (2, Delea Noua Street, Bucharest 3), directly to the ANCOM Registry Office or by means of the Authority’s regional offices.
