Temporary Spectrum Licences for special events

The procedure described below is to be followed by the foreign companies wishing to apply for licenses for occasional transmissions, in various radiocommunication services, in Romania.

 
In Romania, any license has two parts: the administrative license itself and the technical authorization(s), both issued by the National Authority for Management and Regulation in Communications of Romania (ANCOM).
 
The formal request usually consists of an application form containing general information and technical parameters of the equipment and of the transmission itself. Technical data sheets for the equipment used may also be necessary. Details in this respect are provided in the application forms.
 
In order to be valid, the application form have to be signed by a person duly authorized by the applicant in this respect.

Licensing procedure & Spectrum usage tariffs

1. Licensing procedure

In order to use the radio spectrum for occasional transmissions, the foreign companies shall follow the procedure described below:

 
A. Firstly, the applicant shall prepare the application form for the specific radiocommunication service, as presented in the list below:
 
 
Important note: In the case of fixed and mobile satellite services, the applicant shall send the form together with the notice from the satellite operator specifying the technical parameters that were filled in in that form.
 
 
 
B. After being duly signed, the applicant shall send different request(s) for different radiocommunications services by fax to: + 40 372.845.402. The scanned documents shall be also sent by e-mail to: spectrum.specialevents@ancom.ro
 
All requests are to be submitted at least 10 days before the beginning of the event, but no later than 7 days before that beginning. Applications received after that date will not be given equal priority. It cannot be guaranteed that requests submitted after the aforementioned date will receive a reply before the beginning of the event.
 
Important note: All requests shall be treated by ANCOM on a “first come, first served” basis.
 
C. After checking the submitted data and after achieving a favorable finding of the technical analysis, ANCOM will send, by e-mail or by fax, the invoice establishing the amount (in euros) of the radio spectrum tariff to be payed, which is calculated in accordance with the operational and technical parameters to be included in the licence and its authorization(s). The applicable tariffs for each service are listed below.
 
Important note: In order to establish properly the amount to be paid, the period of transmission (the start and the end of service) should be clearly stated in the request.
 
D. Based on this invoice, the applicant will make the payment and a copy of the payment order, validated by its bank, will be sent by fax to: +40 372.845.402 and by e-mail to: spectrum.specialevents@ancom.ro.
 
E. Based on the proof of payment, ANCOM will send to the applicant the temporary license and its authorization(s) by e-mail and/or by fax.
F. After the money transfer is acknowledged by the Financial Department of ANCOM, the original licensing documents will be sent by postal services to the applicant. If the applicant so wishes, one of its representatives may pick-up the original licensing documents directly from the headquarters of ANCOM.
 
G. If any clarification is needed, an e-mail shall be sent to: spectrum.specialevents@ancom.ro.

2. Spectrum usage tariffs


 

A. Fixed and mobile satellite services (SNG occasional transmissions)

A.1. Occasional transmission authorization tariff within less than 7 consecutive days (one week):
A.1.1. Tariff for the first day of transmission: 320 euro/day
A.1.2. Tariff from the second to the sixth consecutive day of transmission: 230 euro/day
 
A.2. Occasional transmission authorization tariff within less than 30 consecutive days (a month):
A.2.1. Tariff for the first week of transmission: 1,600 euro/week
A.2.2. Tariff for the second and the third weeks of consecutive transmission: 890 euro/week
A.3. Occasional transmission authorization tariff within 30 consecutive days (a month): 4,700 euro/month
A.4. Occasional transmission authorization tariff within 90 consecutive days (three months): 11,000 euro/three months
 

B. Land mobile service (walkie-talkie (PMR), radio microphones, in-ear monitors, newsshooter kit, or video camera control/telemetry)

The radio spectrum usage tariffs for the applications in the land mobile service are calculated based on several technical and operational parameters of the stations (the mode of operation (simplex or half-duplex/duplex), the effective radiated power (ERP), the maximum effective antenna height of the base station (for PMR networks base station), channel bandwidth)
The tariffs for some of the most common applications in the land mobile service are available below (annual tariffs, expressed in EURO):

 

B1. Tariff for one radio channel (12.5 kHz bandwidth) assigned in a specific local area, in simplex operation mode (possible applications: walkie-talkie, video camera control/telemetry, TETRA DMO)

C. Fixed service (ENG-OB occasional transmissions)
C.1. Tariff for transmitting frequencies assigned to transportable radio relay equipment (fixed sound/video links), designated for sound broadcasting and/or television occasional and temporary transmissions:
C.1.1. Tariff for radio relay equipment with transmitting frequencies between 1 GHz and 3 GHz, and with bandwidth less than or equal to 7 MHz: 15 euros/transmitting frequency/day of transmission
C.1.2. Tariff for radio relay equipment with transmitting frequencies between 1 GHz and 3 GHz, and with bandwidth between 7 MHz and 15 MHz: 25 euros/transmitting frequency/day of transmission
C.1.3. Tariff for radio relay equipment with transmitting frequencies between 1 GHz and 3 GHz, and with bandwidth greater than or equal to 15 MHz: 35 euros/transmitting frequency/day of transmission
C.1.4. Tariff for radio relay equipment with transmitting frequencies between 3 GHz and 12 GHz, and with bandwidth less than or equal to 7 MHz: 10 euros/transmitting frequency/day of transmission
C.1.5. Tariff for radio relay equipment with transmitting frequencies between 3 GHz and 12 GHz, and with bandwidth between 7 MHz and 15 MHz: 20 euros/transmitting frequency/day of transmission
C.1.6. Tariff for radio relay equipment with transmitting frequencies between 3 GHz and 12 GHz, and with bandwidth greater than or equal to 15 MHz: 30 euros/transmitting frequency/day of transmission
 
C.2. Tariff for transmitting frequencies assigned to portable radio relay equipment (installed on wireless cameras), for sound broadcasting and/or television occasional and temporary transmissions:
C.2.1. Tariff for radio relay equipment with transmitting frequencies between 1 GHz and 3 GHz, and with bandwidth less than or equal to 7 MHz: 8 euros/transmitting frequency/day of transmission
C.2.2. Tariff for radio relay equipment with transmitting frequencies between 1 GHz and 3 GHz, and with bandwidth between 7 MHz and 15 MHz: 13 euros/transmitting frequency/day of transmission
C.2.3. Tariff for radio relay equipment with transmitting frequencies between 1 GHz and 3 GHz, and with bandwidth greater than or equal to 15 MHz: 18 euros/transmitting frequency/day of transmission
C.2.4. Tariff for radio relay equipment with transmitting frequencies between 3 GHz and 12 GHz, and with bandwidth less than or equal to 7 MHz: 5 euros/transmitting frequency/day of transmission
C.2.5. Tariff for radio relay equipment with transmitting frequencies between 3 GHz and 12 GHz, and with bandwidth between 7 MHz and 15 MHz: 10 euros/transmitting frequency/day of transmission
