Universal Service in the Postal Sector

Government Emergency Ordinance no. 13/2013 on postal services, with the subsequent amendments and completions, defines a person’s right of access to universal service as the right to benefit from the continuous provision of postal services within the scope of universal service, at a certain quality level, in any location on the national territory, at affordable tariffs for all users.
Postal services within the scope of universal service are:
a) clearance, sorting, transport and delivery of domestic and cross-border postal items up to (including) 2 kg, dealing with:
1. items of correspondence, except for bulk items of correspondence;
2. printed matter, except for bulk printed matter;
3. small packages, as they are provided in the Universal Postal Convention and the Letter Post Regulations, except for bulk small packages;
b) clearance, sorting, transport and delivery of domestic and cross-border postal parcels up to (including) 10 kg, except for bulk parcels;
c) distribution of postal parcels between 10 kg and (including) 20 kg, sent from abroad to an address on the territory of Romania;
d) the service for registered items dealing with domestic and cross-border postal items up to (including) 2 kg provided at letter a) above;
e) the service for insured items dealing with:
1. domestic and cross-border postal items up to (including) 2 kg provided at letter a) items 1, 2 and 3;
2. domestic and cross-border postal parcels up to (including) 10 kg, except for bulk parcels;
3. postal parcels weighing between 10 and (including) 20 kg sent from abroad to an address on the territory of Romania;
f) clearance, sorting, transport and delivery of domestic and cross-border cecograms;
g) delivery of the pay slips for social welfare rights and of the information documents issued by the National House of Pensions to the beneficiaries’ domicile, where they have chosen payment to their current or card account, irrespective of the number of postal items within the scope of this service.
 
Universal service providers in the postal services field are designated under the provisions of ANCOM President’s Decision no. 934/2019 on the conditions and procedure for the designation of universal service providers in the postal services field.

 


Reports, surveys, analyses and other such documents in the postal services field, as well as those for monitoring and verifying compliance with the provisions under the normative acts in force, are provided for by the secondary legislative framework laid down by ANCOM President’s Decision no. 388/2020 on the postal providers’ reporting statistical data.
