CNPR - the universal service provider

The National Company Romanian Post S.A. (CNPR) has been designated as a universal service provider in the Romanian postal sector until 31 December 2029, according to ANCOM President’s Decision no. 810/2024, with the subsequent amendments and completions.
According to the provisions of this decision, CNPR has the obligation to provide across Romania – including in remote or sparsely populated geographic areas, where the low number of postal items cleared or delivered does not make the presence of a postal service provider commercially feasible, at affordable tariffs and at certain quality standards, the following postal services:
a) clearance, sorting, transport and delivery of domestic and cross-border postal items consisting of:

  1. items of correspondence, except for bulk items of correspondence;
  2. printed matter, except for bulk printed matter;
  3. small parcels, as provided by the Universal Postal Convention and the Letter Post Regulation, except for bulk small parcels.

b) clearance, sorting, transport and delivery of domestic and cross-border postal parcels weighing up to (including) 10 kg, except for bulk postal parcels.
c) distribution of postal parcels between 10 and (including) 20 kg, sent from outside Romania to an address located in Romania;
d) the service for registered items processing domestic and cross-border postal items weighing up to (including) 2 kg provided under indent a);
e) the service for insured items, dealing with:

  1. domestic and cross-border postal items weighing up to (including) 2 kg provided under indent a);
  2. domestic and cross-border postal parcels weighing up to (including) 10 kg, except for bulk parcels;
  3. postal parcels weighing between 10 kg and (including) 20 kg sent from abroad to an address located in Romania.

f) clearance, sorting, transport and delivery of domestic and cross-border cecograms

g) delivery of the pay slips for social welfare rights and of the information documents issued by the National House of Pensions to the beneficiaries’ domicile, where they have chosen payment to their current or card account, irrespective of the number of postal items within the scope of this service.

The secondary legislative framework regulating the conditions and procedure for the designation of one or more universal service providers in the field of postal services is represented by the Decision of the President of ANCOM no. 934/2019. According to this normative act, during the designation procedure, ANCOM ensures that the postal service provider, which is to be designated to provide services within the scope of the universal service, has the necessary means and resources to be able to offer, under the conditions established by the legislation in force, the services for which it will be designated. Mainly, by implementing the universal service mechanism, easy access of users to the public postal network must be ensured, at affordable rates related to the provision of services within the scope of the universal service, with a certain speed and frequency of delivery of items, by ensuring, in particular, a sufficient number of access and contact points.

Also, any postal service provider can be designated as a universal service provider if it is authorized to provide the services included in the scope of the universal service and requests the designation through an application submitted to ANCOM.


Following the launch, on September 17, 2024, of the notice of intent regarding the designation of the universal service provider in the field of postal services, only one application was registered, namely from CNPR. The results of the analysis process of the documentation submitted by CNPR materialized in the sense of ANCOM's proposal for the designation of CNPR as a universal service provider, under the conditions established by the legislation in force in the field of postal services.
