Commission for Information Technology and Communications Chamber of Deputies

 

Varujan Pambuccian is a mathematician, PhD in Mathematics of the Faculty of Mathematics of the Bucharest University, where he is also involved in the teaching activity. He is a Member of Parliament and President of the Commission for Information Technology and Communications of the Chamber of Deputies, where he initiated a number of draft laws which influenced the market of electronic communications equipment and services.

 

He graduated from the Faculty of Mathematics, where he was granted the Doctor title in 2000. Varujan Pambuccian worked as a programming specialist within the Institute for Computing Techniques in Bucharest, developed software for several operating systems (CP/M, RSX-11, UNIX, VMS, MSDOS, Windows, PalmOS and Symbian) and on several software platforms (.Net, BREW). He managed a series of complex projects in the fields of digital graphic, symbolic calculation and CAD software.

 

    

 

In 1996, he was elected in the Chamber of Deputies of the Romanian Parliament as a representative of the Armenian community (the Union of the Armenians in Romania) and of the IT&C community in Romania. In this quality, he has initiated 30 draft laws and is the author of more than 600 amendments (many of which completely change the content of certain laws), such as: Electronic Signature Law, Electronic Commerce Law, Electronic Notary Law, Electronic Public Administration Law, the e-finance and e-banking legislative packages, the replacement of identity documents by smart cards, legislation against electronic crime, increasing the number of students in the field and several other draft laws with economic and technological impact in the IT&C sector.

 

In 2000, Varujan Pambuccian established the Commission for Information Technology and Communications of the Chamber of Deputies. He has been the president of this Commission for 5 years.

 

Between 2000 and 2004, he played a key role in adopting the legislation regarding universal service and the establishment of the National Regulatory Authority for Communications, for the purpose of liberalising the Romanian communications and implementing universal service. He introduced the phrase „technological research” in the Romanian Constitution, while during the current mandate he is committed to introducing new projects in the Parliament on enhancing digital literacy, democratisation of access to technology, the digital divide, de-materialisation of the public administration documents, neighbourhood networks, broadband communications.

 

He has been awarded excellence prizes by prestigious magazines in the field of communications and information technology, in recognition of his contribution to the development of the IT&C sector in Romania.
